Our Story
Our Story
APB was created by three highly experienced construction professionals, who became the company's directors, in 2011. The company was formed in Dubai in the wake of the worldwide financial crash that hit the construction world in 2008, an especially a heavy blow. APB consult were able to help their clients work more efficiently and to recover monies owed to them while establishing systems to ensure that future projects were correctly tendered for and all risks managed properly.
A UK branch of APB was created in 2016 with the aim to provide services throughout UK and Europe.
Meet the Team
Brian Jenkins
Founder & Director
Brian is a Chartered Civil Engineering Surveyor, has a Masters Degree in Construction Law and Arbitration, and is a Corporate Panel Member of the DBF (Dispute Board Federation - Adjudication). Brian is now leading APB Consult's UK office, located in the UK.
His wide-ranging senior management and executive board experience has been gathered, 20 years in the UK, with 9 years in the Far East, followed by 12 years, in the Middle East and Africa. Brian's role has typically encompassed all major aspects of project management, including the commercial, change, quality, risk, and contract management of major infrastructure projects
During his career Brian has, contributed towards many, world renowned, mega-projects, in the UK, Europe, the Far East, (Hong Kong and Taiwan), the Middle East and Africa.
Brian’s construction experience is extensive, and throughout his career, has worked at executive level for international contractors, world renowned consulting engineers and directly for major clients.
Brian has a dedicated interest in Alternative Dispute Resolution (ADR) and has extensive experience on a wide range on construction contracts, including FIDIC and NEC suites of contracts.
Experience in industry by sector:
Rail construction: 12 years to Lead Commercial Manager (Deputy Project Director)
Road Construction: 10 years to Project QS
Buildings/Airports: 8 years to Director
O&G/Water/Sewage: 8 years to Director
Brian prides himself on being a ‘people person’ and has empathy with the people that he interacts with or leads. Through this understanding he can, when required, facilitate changes or complete complex negotiations successfully and with mutually perceived benefits.
Arthur Bell
Founder & Director
Arthur Bell is a highly experienced construction professional and lead the UAE-ME office until its closure in 2019.
He has extensive experience in Commercial Management, Contract Administration, Quantity Surveying, Estimating and Bid Management, Tender Document preparation, Contract and Claims preparation and Resolution. Arthur is leading the main UAE office for APB Consult.
This experience being gained from working with Clients, Consultants and Contractors both internationally and in the UK in the fields of Civil Engineering, Railways and Buildings.
Arthur has extensive experience of using the FIDIC and IChemE suites of contract documents as well as drafting suitable amendments thereto. In addition he was a speaker at the 2012 & 2014 FIDIC Annual Users Conference in Qatar and UAE on the subjects of: “Alignment of FIDIC Conditions of Contract with the applicable law” and “Compatibility of the FIDIC Conditions of Contract with Civil Code jurisdictions”.
Arthur is used to working as part of a team as well as managing a team on major civil engineering projects. He also has experience in the setting-up and management of project control and administration systems and has worked on a number of major projects for both consultants and contractors both internationally and in the UK, including;
Hong Kong infrastructure and rail projects;
UK tram, rail and road projects;
UAE tram, rail, port, infrastructure and building projects;
KSA metro & building projects;
THSR depots projects;
China and South East Asia building projects;
Singapore rail projects; and
Philippine Highway Project.
His key strengths include, good networking and presentation skills, he is delivery focused, gregarious and has exceptionally high personal and professional standards.
